a. possesses identification documents proving citizenship of the country of origin and requests enrollment in studies in Romania using their own foreign currency funds, in accordance with legal provisions;
b. holds academic credentials issued by educational institutions accredited in the country of origin;
c. has submitted their admission file within the period established by this methodology;
d. has chosen to study UVT, at an accredited study program;
3) In the case of vocational education, EU third-country nationals must pass the aptitude exams for higher education in the arts and sports after receiving the Letter of Acceptance to Study.
4) Citizens of EU third countries are enrolled in UVT programs based on the existing methodology and study documents. The amount of tuition costs for bachelor’s, master’s, and doctoral studies at UVT for residents of EU third countries is the minimal amount determined by Romanian Government Ordinance no. 22 of 22 August 2009 establishing the minimum amount of tuition fees, in foreign currency, of citizens studying on their own account in Romania, from states that are not members of the European Union, the European Economic Area and the Swiss Confederation.
a. compliance with the eligibility requirements specified in the national and institutional methodologies and regulations;
b. the results obtained during the pre-university/university studies;
c. the results obtained at the specialized interview;
d. the academic activity of the candidate in the field of knowledge for which he/she has opted;
e. the schooling capacity of the UVT;
f. other criteria imposed by the faculties through their own methodology.
At the level of each faculty that receives applications for its study programs, a committee of at least three members and a committee secretary will be constituted to evaluate the applications. At the conclusion of the application period, the Commission will evaluate the submitted applications in order to expedite the admissions process and visa access for approved students. The interview schedule and results will be communicated to the OIR within three business days following the end of the meeting of the Commission.
Be aware that:
Foreign citizens from non-EU third countries who wish to pursue a study program in the Romanian language are admitted to university and postgraduate education only after completing the preparatory year or on the basis of a certificate attesting knowledge of the Romanian language; during the preparatory year, they acquire the necessary knowledge of Romanian language as well as the specific competences, correlated with the profile of the future training, if applicable.
When enrolling in study programs taught in the Romanian language, the certificate of completion of the preparatory year is not required for the following categories of candidates:
a. candidates who submit Romanian study documents (diplomas and certificates) or study documents attesting at least 4 consecutive years of studies followed in a pre-university school or at least 3 consecutive years of studies followed in a higher education institution accredited by the Romanian Ministry of Education.
b. candidates who are declared to have passed the Romanian language test in front of a committee consisting of academics having at least the lecturer degree. The examination may be taken at the UVT or at any accredited institution of higher education that offers this field/study program. Following this test, a certificate of language competence will be issued.
c. At the accredited study programs in which the teaching process is carried out in foreign languages, the UVT organizes a foreign language test. Persons who come from countries where the official language of the state is the language in which the courses are held, who have completed high school and university programs in the language in which the study program is carried out and those who hold a linguistic certificate with international recognition are exempted from this test.
d. The admissions procedure for doctorate studies is administered by the Doctoral School (IOSUD) of the UVT, and the OIR will assist IOSUD in communicating with the Ministry of Education regarding the transmission of admission results and the request for Letters of Acceptance to Study in Romania.
Step 3
After completing the admissions process, the faculties will transmit the OIR the candidate files and a template containing information on accepted and unsuccessful applicants in electronic format.
Step 4
The OIR will centralize the results transmitted by the evaluation committees within the faculties and will transmit in electronic format the list of candidates admitted to the Ministry of Education (ME). The list will be accompanied by a scanned copy, in electronic format, of their application files.
Step 5
ME will send the Letters of Acceptance to Studies, both in physical and electronic scanned format to the OIR. After receiving the Letter of Acceptance to Studies, candidates who will follow vocational education must pass the aptitude tests organized within the UVT.
Step 6
The original Letter of Acceptance to Study will be collected from OIR by the authorized recipient. If the student is unable to personally collect the Letter of Acceptance to Studies, he can designate a trusted person who must submit notarial legal documents in Romanian or a language of international circulation stating that he is authorized to collect the original on behalf of the right holder, or a receipt if the original collection of the Letter of Acceptance to Studies is made through a company courier.
Step 7
Upon registration, the candidates will present the study and identity documents from the candidacy file, in original, together with the Letter of Acceptance to Studies and the passport with a valid visa for the purpose of “studies”. It is the responsibility of the UVT to verify the original documents and to take the necessary measures if discrepancies are found between them and the documents transmitted by electronic means.
Tuition fees
The amount of tuition fees for foreign nationals from third countries is set in the Romanian Government Ordinance no. 22/22 August 2009 on establishing the minimum amount of tuition fees, in foreign currency, of citizens studying independently in Romania from states that are not members of the European Union, the European Economic Area, or Switzerland, as amended and supplemented subsequently as follows:
– preparatory year of Romanian language: 2,300 Euros;
– undergraduate and master level studies: 2,300 Euros for Social sciences, Humanities and Economics, 2,800 Euros for Technical sciences (Engineering), Agriculture, Sciences, Mathematics, Physical Education and Sport and 4,200 Euros for Music and Arts.
– doctoral studies: 2,400 Euros for Social sciences, Humanities and Economics and 2,900 Euros for Technical sciences (Engineering), Agriculture, Sciences, Mathematics, Physical Education and Sport.
Romanian language training program for foreign citizens
Foreign citizens from EU third countries may only enroll in the undergraduate, graduate, and postgraduate programs after completing the Romanian Language Preparatory Program for Foreign Citizens or on the basis of the Certificate attesting knowledge of the Romanian language, if the chosen study program is taught in Romanian. By completing the Romanian Language Preparatory Program for Foreign Citizens, students acquire general communication skills in Romanian at reference levels B1-B2 and professional language communication skills in Romanian at reference levels B1-B2 in order to allow them access to specialized languages of the general fields in which university studies will be conducted: Mathematics and natural sciences, Engineering sciences, Social sciences, Humanities and arts, Science of physics. Moreover, graduates earn credit for courses completed inside the program.
In accordance with article 8 of the Framework Methodology regarding the organization of admission in the undergraduate, master’s, and doctoral cycles, application files for the Romanian Language Preparatory Program for Foreign Citizens of UVT will be accepted between 15 March and 30 June of each academic year, and a list of admitted candidates will be sent to the Ministry of Education in electronic format no later than 15 July. In accordance with ME regulations, DGRIAE will issue the Letter of Acceptance to Study, which will be dispatched to UVT in both paper form and scanned electronic format.
Admission to the Romanian Language Preparatory Program for foreign nationals is organized independently from admission to bachelor’s, master’s, and doctoral programs, and requires the same set of documents as admission to the bachelor’s degree program.
The fee for the Romanian Language Preparatory Program for foreign nationals is 2300 Euro, which is the lowest amount permitted by Romanian Government Ordinance No. 22/22 August 2009 establishing the minimum tuition fee.
The enrollment of students who have completed the Romanian language preparatory program for foreign nationals at UVT is contingent on their completing the admissions process for the bachelor’s, master’s, or doctoral studies program, etc., for which the program prepares them, and obtaining a new Letter of Acceptance for Studies.
Admission test for foreign language studies
Admission to preparatory study programs in Romanian language and to studies in foreign languages is determined by an online admission interview performed on a university-managed website at a date to be announced in advance. Following the interview, the three committee members will assign each candidate present a score between 1 and 10 points.
The selection of candidates with identical grade point averages will be based on the results of the baccalaureate exam or equivalent (for undergraduate candidates), the bachelor’s exam (for master’s candidates), or the master’s dissertation examination (in the case of candidates for doctoral studies). The second criterion for differentiating candidates for undergraduate, master’s, and doctoral programs is the general average of high school, bachelor’s, and master’s studies. At the end of the admissions procedure, lists of accepted, alternate (reserved), and rejected applicants will be compiled.
Enrolment for admission to undergraduate studies
Enrollment in the admission procedure for undergraduate university studies is contingent upon the following criteria and conditions for non-EU citizens:
a. high school graduates with a bachelor’s degree or an equivalent diploma that grants general admission to accredited higher education institutions are eligible to apply for admission to the first cycle of undergraduate studies.
EU third-country nationals are enrolled in studies in Romania in accordance with the UVT methodology and filed application.
The application file must include the following materials:
a. The Letter of Acceptance to Study application must include a photograph in the prescribed format, and all required fields must be filled out (pdf);
b. The Baccalaureate Diploma or its equivalent – legalized copy and translation (English or French as applicable, with the Hague apostille) and authenticated by the relevant authorities in the issuing country – which permits the applicant access to the respective form of education;
c. Certified copy and translation (English or French as the case may be, with the Hague apostille) and authenticated by the relevant authorities in the country issuing the certificate attesting the passing of the baccalaureate exam for graduates of the current year (as the case may be, if necessary),
d. The transcript (for high school), in the form of a certified copy and translation (English or French as the case may be, with the Hague apostille) and authorized by the relevant authorities of the issuing country, related to the studies performed, and the syllabi of disciplines as well as the equivalence of study periods;
e. The certificate of completion of the Romanian Language Preparatory Program for foreign nationals or the certificate of linguistic competence, as applicable; (for programs taught in Romanian);
f. Birth certificate in copy and legalized translation (English or French, with the Hague apostille) and authenticated by the competent authorities of the issuing country.
g. Copy of the document attesting permanent overseas residence (where applicable);
h. Passport copy – valid for at least six months after the Letter of Acceptance for Studies is issued;
i. a medical certificate (in an international language such as English or French) stating that the applicant does not suffer from communicable diseases or other illnesses incompatible with the prospective occupation;
j. Marriage certificate copy and translation legalized (in English or French, if applicable, with the Hague apostille) and authenticated by the relevant authorities of the issuing nation; if required to prove the change of name;
k. Personal data processing agreement;
l. The list will be accompanied by an electronic copy of the candidates’ files and each candidate’s personal information and educational background. In accordance with ME regulations, DGRIAE will issue the Letter of Acceptance to Study, which will be mailed to the requesting institution of higher education in both hard copy and scanned electronic format.
Incomplete files will be disregarded and will not be processed. In the event that files are completed with missing documents, OIR will resume the processes outlined in the admissions procedure dispatching the files to ME for processing.
At registration, applicants are required to provide the original study and identification papers from their application dossier, together with the Letter of Acceptance to Studies and a valid passport for “studies.”
Original study documents issued in countries that are signatories to the Hague Apostille Convention must be authenticated by the competent authorities of the countries that provide the Hague Apostille. The Ministry of Foreign Affairs of the issuing country and the Romanian embassy / consular office in the respective country will authenticate the original study documents produced in states that are not party to the Hague Apostille Convention. Admitted candidates shall enter the country with a student visa and legalize their stay in Romania for educational purposes.
Enrollment for admission to master’s degree studies
Graduates with a bachelor’s degree or equivalent with a similar duration to the corresponding specialization in Romania may apply for admission to the second cycle of master’s university studies, provided that the first cycle and second cycle of university studies accrue a minimum of 300 ECTS.
The master’s university studies last between one and two years and are completed with the presentation and defense of a dissertation and the awarding of a master’s degree.
The following items must be included in the application file:
a. The Letter of Acceptance to Study application must include a photograph in the prescribed format, and all required fields must be filled out (pdf);
b. The Baccalaureate Diploma or its equivalent – legalized copy and translation (English or French as applicable, with the Hague apostille) and authenticated by the relevant authorities in the issuing country – which permits the applicant access to the respective form of education;
c. The transcript (for high school), in the form of a certified copy and translation (English or French as the case may be, with the Hague apostille) and authorized by the relevant authorities of the issuing country, related to the studies performed, and the analytical program, equivalence of study periods;
d. The transcript of records of the BA studies in the form of a copy and legalized translation (English or French, as applicable, with the Hague apostille) certified by the competent authorities of the issuing country and documenting the studies completed, the syllabi of disciplines, and the study periods;
e. Copy and translation (English or French) legalized and authenticated by the competent authorities of the issuing country of the certificate attesting the promotion of the bachelor’s exam for the graduates of the current year (if applicable);
f. The certificate of completion of the Romanian Language Preparatory Program for foreign nationals or the certificate of linguistic competence, as applicable; (for programs taught in Romanian);
g. Birth certificate in copy and legalized translation (English or French, with the Hague apostille) and authenticated by the competent authorities of the issuing country.

Applicants seeking admission to the third cycle of doctoral studies in Romania must provide evidence of completion of a master’s degree or an equivalent degree with a length comparable to the corresponding study programme in Romania.
The following items must be included in the application file:
a. The Letter of Acceptance to Study application must include a photograph in the prescribed format, and all required fields must be filled out (pdf);
b. The Baccalaureate Diploma or its equivalent – legalized copy and translation (English or French as applicable, with the Hague apostille) and authenticated by the relevant authorities in the issuing country – which permits the applicant access to the respective form of education;
c. The transcript (for high school), in the form of a certified copy and translation (English or French as the case may be, with the Hague apostille) and authorized by the relevant authorities of the issuing country, related to the studies performed, and the analytical program, equivalence of study periods;
d. The submission of the candidacy files for doctoral studies at the UVT is made by September 15 of each academic year, and the list of admitted candidates will be transmitted in electronic format to the Ministry of Education and Research by 30 September at the latest, in accordance with the deadline provided for in Article 8 of the Framework Methodology on the organization of admission to the bachelor’s degree cycles, master’s degree and doctorate approved by OMECȘ nr. 6102/15 December 2016, with subsequent amendments.
The submission of the candidacy files, including for the candidates who intend to follow the Preparatory Program of Romanian Language for foreign citizens in order to go through a subsequent doctoral study program, will be made at POR, which will collaborate with IOSUD in order to transmit the complete files to the DGRIAE within the Ministry of Education. DGRIAE-ME will issue the Letter of Acceptance to Studies, which it will send to the UVT, both in physical and electronic scanned format
Incomplete files will be disregarded and will not be processed. In the event that the files are completed with missing documents, OIR will resume the processes outlined in the admissions procedure dispatching the files to ME for processing.
